<br />Lane in River Pines 2nd Addition dead ends on the west boundary of the subject property is <br />problematic. <br /> <br />As the March 2001 Draft of the Comprehensive Plan has not been adopted at this time, an <br />amendment to the 1995 version of the Plan is required to facilitate the development of River <br />Pines 5th Addition. <br /> <br />The Planning Commission conducted a public hearing on September 10 regarding the request to <br />include the property in the MUSA. The public hearing was conducted in conjunction with the <br />request for rezoning. As mentioned in the rezoning case, one person was opposed and one <br />wanted to be sure that future access to the north was planned. <br /> <br />Recommendation: <br /> <br />The Planning Commission recommended that City Council approve the amendment to the <br />comprehensive plan and forward the amendment to Metropolitan Council for approval. <br /> <br />Council Action: <br /> <br />Motion to approve the request for a comprehensive plan amendment to include the <br />Barthold/Kappedahl property in Section 14 in the Metropolitan Urban Service Area and adopt <br />Resolution 01-11-_ authorizing City Staff to submit the Comprehensive Plan Amendment to <br />Metropolitan Council for review and approval. <br /> <br />-or- <br /> <br />Motion to deny the request for a Comprehensive Plan Amendment from Jacob Barthold and Lee <br />Kappedahl to include their property located in Section 14 in the Metropolitan Urban Service <br />Area. <br /> <br />Reviewed by: <br />City Administrator <br />City Attorney <br />Principal Planner <br />Community Development Assistant <br /> <br />CC: 11/13/01 <br />
