<br />CASE # <br /> <br />REQUEST FOR COMPREHENSIVE PLAN AMENDMENT; <br />CASE OF GM LAND DEVELOPMENT COMPANY <br />By: Sylvia Frolik, Asst. Community Development Director <br /> <br />Background: <br /> <br />Gene Shellerud of GM Land Development Company has submitted an application for a <br />subdivision of property located in the southeast quadrant of C.S.A.H. #5 and Alpine Drive. The <br />property being platted is currently owned by the Developer, City of Ramsey, Dr. Tom Anderson <br />(Ramsey Dental), and 3 residents. The Comprehensive Plan Land Use Map and the official City <br />Zoning Map identify these properties as Places to Shop (B-1 Business), Public/Quasi Public, and <br />Low Density Residential (R-1 Residential). The development proposal consists of platting single <br />family lots along the north and east boundary of the plat and reconfiguring 3 existing residential <br />lots in the southwest comer of the plat. The proposal also preserves two sites for future <br />Public/Quasi Public use: (1) a fire station in the northeast comer of the plat to replace the <br />existing fire station in the City Hall building that will eventually be vacated; and (2) a future <br />potential school site. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Preliminary Site Plan for the subject property <br />c) Planning Commission meeting minutes dated November 3, 2005 <br />d) Proposed Resolution authorizing submittal to Metropolitan Council <br /> <br />Notification: <br /> <br />State law requires that the City notify property owners within 350 feet. Staff sent the public <br />notice to property owners within 700 feet. <br /> <br />Observations: <br /> <br />The City is proposing to swap some of the Public/Quasi-Public land it owns in the north half of <br />the proposed plat for residential land to the south of City Hall. GM's proposal for single family <br />homes on the property south of City Hall would then be transferred to the area north and east of <br />City Hall. This land exchange would provide the opportunity for the City to combine the <br />residential land to the south with the remainder of the City Hall site and preserve it for a future <br />potential school site directly across the street from the existing elementary school. As part of the <br />land swap, GM would also reserve a lot in the northeast comer of the plat for a future fire station. <br />
