<br />CASE # <br /> <br />PUBLIC HEARING <br />REQUEST FOR COMPREHENSIVE PLAN AMENDMENT; <br />CASE OF BRIGHTKEYS, INC. <br />By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />Brightkeys, Inc. has submitted a request for a Comprehensive Plan Amendment to change a <br />portion of their land from Medium-Density Residential to Mixed-Use, in order to allow for <br />housing of similar density to that of the Town Center. This Comprehensive Plan Amendment is <br />being considered along with the sketch plan for Town Center Gardens 3rd Addition. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Sketch plan of Town Center 3rd Addition <br />c) Proposed Resolution approving the request and authorizing submittal to Metropolitan <br />Council <br /> <br />Notification: <br /> <br />State law requires that property owners within 350 feet of the subject property be notified of the <br />public hearing. As part of the sketch plan notification process, staff sent the public hearing notice <br />to property owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />As discussed in the sketch plan case for this property, the applicant has submitted a revised <br />sketch plan based on input received at the August 5, 2004 Planning Commission meeting. Major <br />changes to the sketch plan include the addition of 21 single-family lots in the northern portion of <br />the plat. In this area, the proposed sketch plan is in compliance with the Comprehensive Plan. <br /> <br />Brightkeys is seeking a Comprehensive Plan amendment for the southwestern portion of the plat, <br />to change from Medium-Density Residential to Mixed Use. The rationale for their request is to <br />accommodate shifting some of the density from the northern part of the site to the south, and also <br />to complement the Town Center development immediately adjacent west of the property, as well <br />as south of Bunker Lake Blvd. The Mixed-Use land use designation will allow the property to be <br />zoned to Town Center 4-a Residential. <br /> <br />The current Comprehensive Plan shows the land use designation to the south of the Subject <br />Property is Mixed-Use. The land immediately adjacent to the west is part of the Ramsey Town <br />Center project and the approved sketch plan shows the property planned to be developed with <br />residential units at a density up to 10 units per acre. The current land use designation of this <br />property is Low and Medium Density Residential. For the Town Center property west of the <br />
