" Councilmember Elvig introduced the following resolution and moved for its adoption: RESOLUTION #04-12-389 A RESOLUTION IDENTIFYING FINDINGS, APPROVING A COMPRHENSIVE PLAN AMENDMENT TO CHANGE THE LAND USE DESIGNATION OF OUTLOT B, TOWN CENTER GARDENS 2ND ADDITION, AND THE SOUTH 310 FEET OF OUTLOT C, TOWN CENTER GARDENS, FROM MEDIUM DENSITY RESIDENTIAL TO MIXED USE, AND AUTHORIZING CITY STAFF TO SUBMIT AN APPLICATION TO THE METROPOLITAN COUNCIL FOR AN AMENDMENT TO THE COMPREHENSIVE PLAN WHEREAS, on November 11,2004, the City of Ramsey received a request from Brightkeys, Inc. for an amendment to the Comprehensive Plan to change the future land use designation of the following legally described property from Medium Density Residential to Mixed Use: Outlot B, Town Center Gardens 2nd Addition,' and the South 310 Feet of Outlot C, Town Center Gardens, Anoka County, Minnesota (The Subject Property) AND WHEREAS, the Comprehensive Plan approved in 2001 identifies the designated land use of the Subject Property as Medium Density Residential; and WHEREAS, the property owner is requesting that the designated land use for the Subject Property be changed to Mixed Use in the Comprehensive Plan; and WHEREAS, the adjacent land uses to the west and south are designated as Mixed Use and Low and Medium Residential Density, Places to Work to the east, and Low Density Residential to the north; and WHEREAS, the adjacency of the Subject Property to the Town Center development creates a need to complement the design of the Town Center; and WHEREAS, the Ramsey Planning Commission met on November 4, 2004, conducted a public hearing, and recommended that the Ramsey City Council approve the request for an amendment to the Comprehensive Plan. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Ramsey City Council hereby approves the request for a land use designation change of the Subject Property from Medium Density Residential to Mixed Use. 2) That the Ramsey City Council hereby authorizes City Staff to submit the necessary documentation to Metropolitan Council for an amendment to the 2001 Comprehensive Plan to change the land use designation to Mixed Use.
