<br />Dear Ms. Geisler:

<br />The Metropolitan Council received the City's Town Center Gardens 3rd Addition plan amendment on
<br />January 5,2005. The amendment proposes to change the land use designation for 7.8 acres located west of
<br />Ramsey Boulevard and immediately north of Bunker Lake Boulevard from Medium Density Residential to
<br />Mixed Use. The purpose of the amendment is to allow for a variety of housing types to complement the
<br />Ramsey Town Center development immediately south of the subject property.

<br />At its May 24,2000 regular meeting, the governing body of the Council identified certain types of local
<br />comprehensive plan amendments that may be reviewed by Council staff without further formal review by
<br />the governing body of the Council. Council staff applied the plan review waiver criteria established by the
<br />Council's governing b()dy and finds that the amendment is in conformance with metropolitaP system plans,' :
<br />consistent with the Regional [)evelopirzent Framework, and has no impact on the plans of other units of
<br />local government. Therefore, the Council will waive further review and the City may place this
<br />amendment into effect.

<br />The amendment, explanatory materials supplied and the information submission form will be appended to
