Police Chief Way responded in the affirmative.

Councilmember Olson asked if this type of hunt has been done at the golf course before and if
the option of the DNR netting the geese at night has been considered.

Police Chief Way replied there has not been a shoot that he remembers. He explained the DNR
gets many requests to net geese, which is one reason to try this type of alternative. The DNR
also removes chicks in the spring so they don't come back to the same location.

Councilmember Jeffrey asked if the motion that has been drafted provides the Police Department
with enough authority to stop the hunt without question.

City Attorney Goodrich suggested the motion could be changed to include a statement that it is
under the direct supervision of the Ramsey Police Department.

Police Chief Way explained if there are any issues he will be able to take away an individual's
hunting license. People will be made aware of the times and it will be a very limited number of
hunters. It is hoped that the shoot will only be for a 20 to 30 minute time period.

Motion by Councilmember Pearson, seconded by Councilmember Jeffrey, to grant a special
permit to allow the taking of geese, with shotguns, at the Rum River Hills Golf Course and that
the activity be regulated and overseen by the Ramsey Police Department and the MN DNR.

Motion carried. V oting Yes: Mayor Gamec, Councilmembers Pearson, Jeffrey, Olson, and
Strommen. Voting No: None. Absent: Councilmembers Cook and Elvig.

Councilmember Pearson stated Mr. Nathe will be approaching the City for this same issue, and
will be requesting assistance regarding the goose and deer population.

Police Chief Way replied deer will be an issue due to the need to use rifles; there would also be
an issue with using slugs.

MAYOR, COUNCIL AND STAFF INPUT

None.

ADJOURNMENT

Motion by Councilmember Pearson, seconded by Councilmember Jeffrey, to adjourn the
meeting.

Motion carried.

The special meeting of the City Council adjourned at 5:52 p.m.

Special City Council / August 29, 2006
Page 4 of5
