Council discussed the situation of the $6,000 water bill and the City's water reading contract with Connexus Energy. Councilmember Jeffrey noted Ms. Smith and her representative came to the City with what they thought was an equitable settlement. The City needs to work through any issues with the Connexus contract, but this should not be done at the expense of the resident. Consensus of the Council was to direct staff to include the $6,000 water bill on the agenda of the next Finance Committee and to invite Ms. Smith to attend. Councilmember Strommen left the meeting at 8:14 p.m. 3) No Whistle Zone Councilmember Olson indicated she has received additional phone calls regarding a No Whistle Zone in the area of Alpine Drive near Northfork. City Administrator Norman noted Ramsey Boulevard was recently upgraded for the No Whistle Zone, Sunfish Lake Boulevard is currently being upgraded, and Armstrong Boulevard will be upgraded soon. Public Works Director Olson explained once the improvements are designed it can be calculated whether they will qualify for the No Whistle Zone. An agreement is needed from the railroad, but the Federal Railway Administration has made it much simpler. He noted the whistle can still be blown in the No Whistle Zone, but it does not need to be blown. 4) Discretionary Policy Finance Officer Lund distributed a draft copy of the City of Ramsey Public Purpose Expenditures for discussion at a future work session.
