<br />Motion by Councilmember Strommen, seconded by Councilmember Elvig, to ratify the <br />recommendation of the Finance Committee in Case No.3 and to adopt Resolution #06-09-286 <br />approving the recommendation of the EDA and approve the Proposed EDA Levy for Payable <br />2007 in the amount of$393,375. <br /> <br />Further discussion: Councilmember Elvig commented there has been a lot of action in the City <br />by the EDA who has recommended this levy, and the redevelopment will go right back into the <br />City's coffers. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Elvig, Cook, Jeffrey, <br />Olson, and Pearson. Voting No: None. <br /> <br />4) Adopt Resolution Approving Proposed 2007 HRA Levy <br /> <br />Councilmember Strommen explained the HRA levy was not an action item, as it has already <br />been acted on. The levy amount is $312,443. <br /> <br />Finance Officer Lund explained the HRA levy was passed by the HRA on August 22, 2006, and <br />does not need to be acted on again as the HRA is made up by the Council as a whole. This case <br />has been presented as informational only because all of the levies are being brought forward <br />tonight. <br /> <br />Mayor Gamec asked if the tax statement includes the EDA and HRA levies as separate line <br />items. <br /> <br />Finance Officer Lund replied the EDA levy is blended in with the general levy and the HRA levy <br />is under the miscellaneous category. <br /> <br />5) Adopt Resolution Approving Proposed 2007 Payable Tax Levy <br /> <br />Finance Officer Lund indicated the resolution before the Council reflects a 2007 payable tax levy <br />of $9,089,158. The levy would be set tonight with the understanding that it will be re-examined <br />over the next couple of months. While the proposed levy can always be reduced, it cannot be <br />increased. The proposed levy includes the EDA levy, the debt service levy for the municipal <br />center, the debt service levy for Fire Station No.1, the Mississippi Sub-drainage District levy, <br />and capital equipment certificates. Capital equipment certificates are for the purchase of items <br />with a capital life longer than five years, such as squad cars, fire trucks, and plow trucks. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Jeffrey, to ratify the <br />recommendation of the Finance Committee in Case No. 5 and to adopt Resolution #06-09-288 <br />Approving the Proposed Maximum 2006, Payable 2007, Tax Levy. <br /> <br />Further discussion: Councilmember Jeffrey noted the public hearing dates are being set with this <br />resolution; the initial hearing will be scheduled for Monday, December 6, 2006 at 6:00 p.m. <br />Councilmember Elvig stated he has questions regarding this levy that he would like to discuss <br />with staff.
