<br />cannot increase over 15% unless there is a major improvement on a property, or an individual is <br />being charged a tax rate for property without a home on it and the subsequent year a home is <br />added; in that type of situation the rate will increase. The other statement made was that a rate <br />increase by the City of Ramsey of 10% this year was already approved. However, up until now <br />the Council never voted on a rate increase; the rate increase they just voted on was another .08% <br />increase, which is hardly the 10% increase stated in the paper. There is an 11% statewide <br />increase projected, but that is a value increase, not the tax capacity rate increase decided by the <br />City Council. The third statement made was a concern about the amount of taxes being paid for <br />City Hall. The City Hall levy this year is about $114,000 spread among approximately 7,500 <br />residences, which is $15.75 per household; in addition commercial properties will also share in <br />that burden. <br /> <br />Mayor Gamec stated the Council will review the budget again. The biggest thing affecting the <br />budget is the valuation of homes, and home values in Ramsey are increasing tremendously. <br />Anyone is able to come to City Hall to review the budget. His number one goal has been to be <br />certain that services to the community, such as streets, public safety, the fire department, and <br />youth are not neglected. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />1) Councilmember Announcements <br /> <br />Mayor Gamec announced the upcoming Happy Days festival. Councilmember Jeffrey noted the <br />parade route has changed this year; it will travel down Sunwood Drive and end by Coborn's. <br /> <br />Councilmember Elvig congratulated Lord of Life church for their Harvest Fest this past <br />weekend. He stated the event was a wonderful success, including the way it was managed. <br /> <br />2) Upcoming City Council Meetings <br /> <br />City Attorney Goodrich indicated a special City Council meeting needs to be scheduled to <br />discuss a personnel matter. He suggested the meeting be scheduled for September 21 st at 5:30 <br />p.m. <br /> <br />Consensus of the Council was to schedule the special City Council meeting for Monday, <br />September 25,2006 at 5:30 p.m. <br /> <br />Mayor Gamec announced he will not be present at the September 14th canvassing meeting; four <br />Councilmembers must be present. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Strommen, to adjourn the <br />meeting. <br /> <br />Motion carried. <br /> <br />City Council / September 11, 2006 <br />Page 14 of 15 <br />
