<br />J-- <br /> <br />CITY COUNCIL WORK SESSION <br /> <br />Topic Report: Consider Alpine Drivel County Road 5 (Nowthen <br />Boulevard Intersection! Skyline Development <br /> <br /> <br />By: Leonard Linton, Civil Engineer IT <br /> <br />Background: <br /> <br />Skyline Point is proposing a development in the southwest quadrant of Alpine Drive and Nowthen <br />Boulevard. This intersection has been discussed while reviewing other plats in the area including <br />Meadow, Shade Tree Cottages and Rum River Prairie. A sketch is attached showing this <br />intersection. The discussion for the latter 2 plats included the connection to Old Nowthen Boulevard <br />and included potentially closing one of the two existing accesses on Old Nowthen Boulevard. The <br />angle of the intersection requires drivers east bound on Alpine to look over their shoulder for cars <br />coming south on Nowthen Boulevard The sight line is blocked if a vehicle is waiting to go east or <br />turn north onto Nowthen Boulevard. There is also vegetation along the Nowthen Blvd. right-of- <br />way that must be trimmed back several times a year by city crews to maintain sight distance. <br /> <br />The council requested that staff look at alternatives for this intersection when Shade Tree Cottages <br />and Rum River Prairie were platted This included consider acquiring right of way so the angle of <br />intersection can be adjusted to provide better sight distances. Staff has prepared sketches of <br />potential changes in alignment that will improve the intersection. The change in alignment would <br />be accompanied by installation of a traffic signal. <br /> <br />The platting of Skyline Pointe provides an opportunity to acquire needed right-of-way in the <br />southwest quadrant of this intersection. Staff has discussed this with the developer and they are <br />willing to change their plat to provide the right-of-way. They will also contribute $50,000 for <br />intersection construction and construct turn lanes on Nowthen Boulevard at 151 st Lane.
