21. That at the August 22, 2006, FC meeting staff was directed to work with Mr. Jones to obtain further information regarding participation from Connexus Energy regarding their liability pertaining to the high water bill. 22 That Connexus Energy was willing to take no responsibility towards the $6,000 bill. Comment was made by Connexus that the City can recoup through higher water rates to City residents. 23 That the Finance Committee made the recommendation at its September 11, 2006, meeting, to set the homeowner's responsibility at $2,000 as the homeowner has taken responsibility for the fact that she was not aware that the irrigation system should have been winterized. 24. That the City is not taking responsibility for the irrigation system not having been winterized. 24. That staff is to work with Connexus Energy to recover the remaining $4,000 for the City feels that the subcontractor relationship (Connexus) let the City down for if there had been a regular meter reading done, the problem would have been discovered before the bill became so large. The motion for adoption of the foregoing resolution was duly seconded by Councilmember, and upon vote being taken thereon, the following voted in favor thereof: and the following voted against: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 26th day of September, 2006.
