PUBLIC HEARING AND LEVY OF SPECIAL ASSESSMENTS <br />FOR IP #06 -02 AND #06 -03 OF THE 2006 STREET MAINTENANCE PROGRAM <br />By: Steven J. Jankowski, City Engineer <br />Background: <br />Improvement Projects #06 -02 and #06 -03 consist of crackfilling followed by sealcoating <br />of City streets. Project 06 -02 includes segments of Alpine Drive, Sunwood Drive and <br />Waco Street in the eastern portion of the City. These have been completed and the final <br />costs have been determined. It is City policy to assess 50% of the project cost to the <br />benefited property owners, while the remaining half is financed through City general <br />funds. <br />Project 06 -02 consists primarily of MSA streets which do not have the typical fronting <br />densities that are found in residential subdivisions. This project will assess the few <br />benefitting properties along these streets the average sealcoating assessment in <br />accordance with Assessment Policy No. 6, which was estimated to be $99.99. Project <br />06 -02 also includes a 735 foot length of St. Francis Blvd frontage road which has been <br />included since it is the only other noncommercial assessable sealcoat project in the 2006 <br />program. Project 06 -03 includes the sealcoating of streets in a commercial and industrial <br />area. This project will be assessed based upon area in accordance with Assessment Policy <br />No. 7 which was adopted in 2003. Four lot size assesment categories for these <br />commercial lots have assessments which range from $79.80 to $1,546.38. The assesment <br />amounts for each parcel is included on the asessment role attached to the assessment <br />resolution. <br />Recommendation: <br />Following the close of the public hearing adopt the attached resolutions which levy <br />special assessments on Improvement Projects #06 -02 and #06 -03. <br />Council Action: <br />Motion to adopt Resolution #06- 09 -XXX through #06- 09 -XXX adopting assessments for <br />Improvement Projects #06 -02 and #06 -03. <br />Reviewed By: <br />Public Works Director/Fire Chief <br />Assistant Public Works Director/Principal Engineer <br />Finance Officer <br />CC: 09/26/06 <br />
