CASE # 8 <br />Observations: <br />REQUEST FOR COMPREHENSIVE PLAN AMENDMENT; <br />CASE OF MN SKYLINE PARTNERS, LLC <br />By: Breanne Dalnes, Associate Planner <br />Background: <br />MN Skyline Partners, LLC, has submitted an application for an amendment to the 2001 <br />Comprehensive Plan. - The request is to change the land use designation from Low Density <br />Residential to Medium Density Residential. The property is located to the west of Nowthen <br />Boulevard (CSAH 5) and to the north of 151 Lane. The amendment to the Comprehensive Plan, <br />coupled with a rezoning and subdivision request, would allow the applicant to develop the <br />property with townhomes and bungalow homes. <br />The following items are enclosed for your information: <br />a) Site location map <br />b) Proposed site plan <br />c) Proposed preliminary plat <br />d) Proposed Resolution <br />Notification: <br />According to City Code, Staff sent notices to property owners within 700 feet of the subject <br />property for the public hearing held at the Planning Commission meeting on July 10, 2006. <br />The applicant is proposing to develop a mix of attached and detached townhomes on this <br />property, for a total of 51 units on about 11 acres. The proposed net density is 4.6 units per acre, <br />and to move forward as proposed, the applicant must receive a comprehensive plan amendment <br />to re -guide this area Medium Density Residential. <br />The property located on the southernmost part of the proposed development will not need a <br />comprehensive plan amendment because the density indicated on the site plan conforms to the <br />low density residential land use designation stated in the Comprehensive Plan. The site location <br />map included in your packet specifies the area where the amendment is requested. The request is <br />being processed for the three, unplatted lots on the north side of the plat. <br />Until such time as the Comprehensive Plan is updated, the City Council adopted an Interim <br />Policy for Comprehensive Plan Amendments to serve as a guideline for reviewing, applications. <br />Below are the criteria to be used when determining the suitability of a Comprehensive Plan <br />Amendment, with Staff comments included: <br />
