CASE #: 10 <br />REQUEST FOR PRELIMINARY PLAT AND PRELIMINARY SITE PLAN <br />APPROVAL OF SKYLINE POINTE; <br />CASE OF MN SKYLINE PARTNERS, LLC <br />By Breanne Dalnes, Associate Planner <br />Background: <br />Minnesota Skyline Partners has submitted a preliminary plat and site plan application to develop <br />51 units on the property generally located on the southwest corner of Alpine Drive and County <br />Road 5 ( Nowthen Boulevard). The following items are enclosed for your information: <br />a) Site location map <br />b) Revised Site Plan <br />c) Building Elevations, previous and current submissions <br />d) Minutes from Planning Commission meeting on February 2, 2006 <br />e) Minutes from. City Council worksession meeting on March 12, 2006 <br />f) Minutes from the Planning Commission public hearing on July 10, 2006 <br />g) Minutes from City Council meeting on August 8, 2006 <br />h) Letters from concerned residents <br />i) City Staff review letter dated June 30, 2006, revised September 22, 2006 <br />Notification: <br />A public hearing was conducted for the proposed preliminary plat at the Planning Commission . <br />meeting on July 10, 2006. <br />Observations: <br />The revised preliminary plat and site plan propose to develop 15 detached townhomes and 36 <br />attached townhomes, for a total of 51 units on the property located southwest of the, corner of <br />Alpine Drive and Nowthen Boulevard. The property is currently zoned R -1 Single- Family <br />Residential and is guided as Low Density Residential by the Comprehensive Plan. The applicants <br />are seeking a comprehensive plan amendment to the land as medium density residential <br />in order to accommodate the density that is proposed. The applicants are also seeking to rezone <br />the property to Planned- Unit - Development to provide a mix of detached and attached <br />townhomes. These items are discussed in respective cases. <br />Skyline Pointe proposes to develop approximately 17 acres, of which 6 acres are wetland. This <br />wetland has been delineated and buffered in accordance with City Code requirements. On the <br />remaining 11 acres, the applicants propose to develop 51 units for a total density of 4.6 units per <br />acre. This density has been decreased from the sketch plan that showed 6.5 units per acre, and <br />from the 5.2 density that was proposed at the Planning Commission, but will still require a land <br />use change to move forward as proposed. 30% of the units are proposed to be detached units, and <br />are located on the southwest portion of the site to be used as a form of density transitioning.
