-326—
Preliminary Plat: Skyline Pointe
June 30, 2006
Revised August 4, 2006 and September 22, 2006
Page 2of8
building -to- building, which conforms to the townhome and single family regulations for building
spacing.
Access and Streets: Skyline Pointe proposes to gain access off of both 151 Lane and Alpine
Drive. The intersection of Alpine Drive and the street labeled as Pointe Drive has been moved
west to establish a distance of 250 feet from the intersection of Alpine Drive and Nowthen
Boulevard. Additionally, a series of private streets are proposed to access the proposed
townhomes. The road labeled Kingsway Circle is a permanent cul -de -sac that is approximately
550 feet in length, and conforms to City Code.
As part of the plat review, Staff.has worked with you to re -align Alpine Drive by using some of
your property, for right -of -way. It is understood that this ROW area will be used as a drainage
pond for your current development, and that this pond will be relocated as part of the
construction of new Alpine Drive. It is also understood that you, the two other developers, the
City, and the County will cost -share the improvement of Alpine Drive. This will be listed in the
Development Agreement.
A ll streets must follow the City Street Naming Grid. Please revise Pointe Drive to Osmium
Street. Please revise North Stering Drive to l51 Circle and Kingsway Circle to Potassium
Circle.
Sidewalks: Sidewalks are required on at least one side of all public streets. A sidewalk is
proposed along the north and south side of l51 Lane from the west plat boundary to Nowthen
Boulevard and along the east side of Pointe Drive. Sidewalk will be required along the 550 feet
of 151 Lane on the south side, and along the north side of 151 Lane from Pointe Drive to the
trail located at Nowthen Boulevard. Also, construction of a crosswalk is required at the
intersection of proposed Pointe Drive and 151 Lane (western side).
Traffic Generation Analysis: The traffic generation report has been submitted for the proposed
Skyline Pointe Development. The report indicates that this development will produce 350
additional cars per day, half of which will enter onto 151 Lane. However, the majority of cars
will pass the intersection of 151 Lane and Nowthen Boulevard.
Anoka County's Highway Department will also have the opportunity to comment regarding this
development. It should be expected that the County will require the construction of turn lanes on
Nowthen Boulevard (CSAH 5).
Grading: A two sheet grading and drainage plan has been prepared by LHB Inc. Staff has
reviewed this plan and offers the following comments:
• The emergency overflow elevations do not appear to appear accurately of the plan.
• Spot elevations are requested along the paths and at the street to help determine yard
grades to insure adequate drainage.
• Street high points and slopes grades should be added to the plan.
A revised grading and drainage plan that includes the plat changes will be required upon
preliminary plat approval.
