Voting No Councilmember Elvig. 6) Review and Adopt "Proposed" 2007 General Fund Budget Councilmember Strommen indicated the Council started meeting several months ago to begin work on the 2007 General Fund Budget, as well as re- examining the 2006 General Fund Budget due to budget changes with declines in building and construction. The budget review started with department heads coming in with requests, which were scaled back. The proposed budget was recommended for approval by the Finance Committee and will be reviewed again in the next couple of months: Motion by Mayor Gamec, seconded by Councilmember Jeffrey, to ratify the recommendation of the Finance Committee in Case No. 6 and to adopt Resolution #06 -09 -289 Resolution Adopting the "Proposed" 2007 General Fund Budget: Further discussion: Councilmember Elvig stated he has questions regarding this budget, and there are some cuts he would like to see worked into it. He cannot support the current proposed budget, but hopefully in the next couple of months they can get the budget closer to where he would like to be. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Cook, Olson, Pearson, and Strommen Voting No: Councilmember Elvig. 7) Adopt Resolution Amending Recycling Fee for 3 Quarter 2006 Councilmember Strommen explained staff is recommending a reduction in the recycling rate for third quarter 2006. The current recycling rate is $7.31 /quarter. Staff is proposing a third quarter rate of $6.00 /quarter. The Finance Committee recommended approval of the rate decrease. Motion by Councilmember Elvig, seconded by Councilmember Pearson, to ratify the recommendation of the Finance Committee in Case No. 7 and to adopt Resolution #06 -09 -290 Amending Third Quarter Recycling Rates to $6.00 /quarter. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Jeffrey, Olson, and Strommen Voting No: None. Further discussion: Councilmember Elvig congratulated staff for paying attention to this and getting a hold of the funding available through the state. Finance Officer Lund stated Chris Anderson is the staff person that should be commended. Councilmember Elvig stated there is an issue in the local newspaper where a candidate made statements that are misleading. The statement was that there is a 25% tax increase" in the City of Ramsey. This is not possible, as the state mandate only allows a 15% increase. Last year the tax capacity rate was an .08% increase.
