Highway <br /> Chris Anderson <br /> City ofRamsey December 18. 2O24 <br /> 755OSunm/ood Dr. NVV <br /> Ramsey, MN 55303 <br /> RE: Preliminary Plat— Emerald Estates <br /> Dear Chris, <br /> We have reviewed the Preliminary Plat for Emerald Estates to be located south ofCF< 64 (181s' <br /> Avenue NW) and west of Xenolith Street NW within the City of Ramsey, and I offer the following <br /> comments: <br /> a The existing right of way along CR 84 is 33 feet south of centerline. An additional 27 <br /> feet of right of way along CR 64 is required for future reconstruction purposes (60 <br /> feet total right of way width south of [|R 64 centerline). <br /> 0 As proposed, the plat will introduce 13 new residential access points onto CR 64. <br /> This is very undesirable to Anoka County due to their being safety concerns <br /> introducing this many driveways close together. <br /> m Sight distance is also not met for all the driveways which creates a safety hazard for <br /> vehicles turning in and out of these proposed access points. <br /> w Anoka County would like to see a street connection to consolidate the access points <br /> for this location. If this is not feasible, we would like to see the access points grouped <br /> together along oornrnon lot lines to reduce the number of conflict points introduced <br /> along this stretch of road. <br /> 0 Internal site grading shall not commence until the requested ACHD Engineering plan <br /> approvals are received and the applicable perrn\ia can be issued. <br /> 0 Any utility relocation in the CR 64 right of vvey will be required to be coordinated <br /> directly by the city/developer. <br /> 0 Please note that no plantings or private signs will be permitted within the county right <br /> of way and care must beexercised when locating private signs, building, sLruoiunes, <br /> plantings, berrns, etc. outside of the county right ofway, so as not to create any new <br /> sight obstructions for this section of CR 84. <br /> A[)H[} would like to work with local governments in promoting compatibility between land use <br /> and the county highway system. It should be recognized that residential land uses located <br /> adjacent to County highways often results in complaints about traffic noise. Existing and/or <br /> future traffic noise from CR 84 could exceed noise standards established by the Minnesota <br /> Pollution Control Agency (MPCA), the U.S. Department of Housing and Urban Development, <br /> and the U.S. Department of Transportation.
