<br />Councilmember Stewart introduced the following resolution and moved for its adoption:

<br />
<br />RESOLUTION APPROVING PARTIAL PAYMENT No. 4 TO NORTHWEST ASPHALT
<br />INC. FOR MSA XKIMO STREET RECONSTRUCTION, IMPROVEMENT PROJECT
<br />#24-05
<br />
<br />WHEREAS, the City of Ramsey proposes to reconstruct MSA Xkimo Street between
<br />nd
<br />Trunk Highway 47 and 142 Avenue as identified within the 2024 – 2033 10-Year Capital
<br />Improvement Program; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-200, adopted August 22,
<br />2023 Hakanson Anderson’s proposal for engineering design services, including preparing final
<br />plans and specifications, for MSA Xkimo Street Reconstruction, Improvement Project #24-05 in
<br />the amount of $38,000.00 was accepted; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-279, adopted November
<br />14, 2023 the City Council awarded the proposal for geotechnical reports to Haugo Geotechnical
<br />Services, LLC. for Improvement Project #24-05; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #24-034, adopted January 23,
<br />rdth
<br />2024, the Riversbend 3, Riversbend 4, and Riverbend Plaza subdivisions were approved to be
<br />included as part of the MSA Xkimo Street Reconstruction, Improvement Project #24-05; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #24-085, adopted on March 26,
<br />2024, the City Council approved final plans and specifications as prepared by Hakanson Anderson
<br />and authorized advertisement for bids for the same improvements; and
<br />
<br />WHEREAS, Hakanson Anderson submitted a proposal to provide construction services
<br />included construction administration, construction staking, and construction observation of
<br />$32,000 for said improvements; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #24-125, adopted May 12,
<br />2024, a contract was awarded to Northwest Asphalt, Inc. of Shakopee, Minnesota, in the amount
<br />of $842,253.75 for said improvements; and
<br />
<br />WHEREAS, as of January 14, 2025 $687,665.78 has been paid to date; and
<br />
<br />WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 4 to Northwest Asphalt, Inc of Shakopee, Minnesota, for
<br />improvement project #24-05 MSA Xkimo Street Reconstruction, in the amount of $77,130.33.

<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:

<br />1) The City Council hereby authorizes partial payment No. 4 to Northwest Asphalt, Inc. of
<br />Shakopee, Minnesota for Improvement Project #24-05 MSA Xkimo Street Reconstruction
<br />in the amount of $77,130.33.
