6. 3. <br />CC Regular Session <br />Meeting Date: <br />01/28/2025 <br />Primary Strategic Plan Initiative: Strive for high organizational morale and employee retention <br />Title: <br />Authorization to Promote the HR Specialist to HR Generalist <br />Purpose/Background: <br />The purpose of this case is to promote the City's full-time HR Specialist to full-time HR Generalist. Background: <br />Ms. Sue Hurd, the City's current HR Generalist, is retiring February 7th after 10 years of service. Ms. Hurd has <br />been working and training closely with Ms. Nicole Laubach, the current HR Specialist, for a few months, to <br />assume the HR Generalist role. The HR Generalist is a non -union, non-exempt position which provides <br />important confidential work including, but not limited to: <br />• Provides human resource services to all city departments and employees, e.g., interpretation of city <br />programs, policies, procedures and labor contract provisions <br />• Provides administrative support work for Human Resource functions including preparing and sending <br />applicant correspondence, scheduling interviews, preparing materials for the interview panel, and <br />conducting the interviews <br />• Creates job descriptions, postings, supplemental questions, and scoring plans in NeoGov for all recruitment <br />efforts <br />• Creates all advertising for recruitments <br />• Oversees the Random Drug Testing program for all DOT employees <br />• Maintains all the DOT records in compliance with the US Department of Transportation <br />• Checks the driver's licenses of all finalists using the DVS Driver & Vehicle Services site, and following <br />the strict guidelines set by the State of Minnesota Department of Public Safety <br />• Coordinates and monitoring FMLA leave requests and requirements <br />• Oversees Workers' Compensation recordkeeping and notifications <br />• Ensures employee forms are complete and the Finance Department is provided with necessary <br />documentation <br />• Assists with employee benefits <br />• Utilizes Laserfiche to retrieve data or assist with data searches according to established protocols <br />• Provides administrative support to Administrative Services for elections <br />• Maintains employee files and records in accordance with the data practices act and records retention <br />schedule <br />• Prepares employment verifications <br />• Serves as the committee assistant to both the Safety Committee and the Labor Management Committee <br />• Performs special projects as needed within Administrative Services <br />• Assistant Administrative Services Director with union related work, as needed <br />• Works with supervisors, as needed <br />Ms. Nicole Laubach will be subject to a six-month probationary period in her new role; she will be the primary <br />person involved with training the new HR specialist. A case to hire a new HR Specialist will also be considered <br />this evening. <br />Funding Source: <br />The funding required for this action is included within the 2025 budget. <br />Recommendation: <br />
