6. 4. <br />CC Regular Session <br />Meeting Date: <br />01/28/2025 <br />Primary Strategic Plan Initiative: Strive for high organizational morale and employee retention <br />Title: <br />Authorization to Fill the HR Specialist Position <br />Purpose/Background: <br />The purpose of this case is to hire a new full-time HR Specialist. This action is needed due to Ms. Sue Hurd, the <br />City's former HR Generalist's retirement and Ms. Nicole Laubach's pending promotion to HR Generalist. <br />An internal and external recruitment was conducted. The City held first and second interviews and conducted the <br />necessary pre -employment background checks. Ms. Anna Green has passed the City's background process and <br />received a conditional job offer, contingent upon the City Council's authorization to hire. Ms. Green possesses <br />extensive public sector experience related to this role. As a result, Ms. Green's offer includes placement on the <br />third tier of the vacation accrual schedule, resulting in a per pay period vacation accrual of 6.15 hours. Ms. Green <br />will be subject to a one-year probationary period. <br />The HR Specialist is a non -union, non-exempt position working under the general direction of the Administrator <br />Services Director to provide important confidential work including, but not limited to: <br />• Serve as the main contact for employee benefits <br />• Oversee the City's OSHA training and safety program and schedules <br />• Coordinate and track staff training and development <br />• Organize wellness initiatives and engagement activities <br />• Monitor employees' progression through the Career Ladder program <br />• Prepare and submit reports such as salary surveys, benefits reporting, EEO-4 and 1095 reporting and <br />OSHA logs <br />• Promote the employee assistance program (EAP) and other programs <br />• Back-up the Human Resources Generalist <br />• Communicate employee satisfaction and retention concerns to the Administrative Services Director <br />• Assist with Verifications of employment <br />• Maintain personnel files and job descriptions <br />• Scan documents to Laserfiche and to payroll <br />• Ensure the intranet is up-to-date with required notices, benefits, policies, contracts and committee materials <br />• Assist with or back-up recruitment processes <br />• Provide cost-effective recommendations <br />• Support labor negotiations by preparing data and assisting with correspondence <br />• Provide support to the Administrative Services team, including front desk coverage <br />• Assist with election -related tasks <br />• Complete tasks based on instructions from the Administrative Services Director or designee <br />• Perform other related duties as assigned <br />Funding Source: <br />The funding required for this action is included within the 2025 budget. <br />Recommendation: <br />
