Councilmember Peters introduced the following resolution and moved for its adoption: <br />RESOLUTION #25-029 <br />RESOLUTION APPROVING CENTRAL PARK PLAYGROUND RENOVATION AND <br />REPLACEMENT <br />WHEREAS, Ramsey City Council and the Park & Recreation Commission recognizes <br />the importance of Parks, Trails, Open Space and Recreation to the quality of life for Ramsey <br />residents; and <br />WHEREAS, Community Parks and their playgrounds are essential areas for play and <br />creative and cognitive expression, as well as the positive physical development of children; and <br />WHEREAS, while Central Park's play equipment has served the community for <br />almost three -decades, it however, has surpassed its useful life, with many components worn and <br />outdated and no longer meets the caliber of play features befitting a community park and merits <br />replacement; and <br />WHEREAS, renovation and reinvestment in existing parks represents a commitment <br />and service to residents throughout the City, and supports favorable property values and <br />sustaining, desirable neighborhoods, and <br />WHEREAS, the Park & Recreation Commission conducted an analysis of the City's <br />playgrounds, and finds renovation and replacement of the playground at Central Park the <br />highest priority and in keeping with the intent and goals of the Playground Replacement Policy; <br />and <br />WHEREAS, the Park & Recreation Commission developed a detailed plan to renovate <br />the playground at Central Park for 2025 and on January 9, 2025 recommended to City Council <br />the implementation of the associated Capital Improvement Project. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br />1) That, up to four hundred and forty-nine thousand ($449,000), are hereby allocated from <br />the Lawful Gambling Improvement Fund and Park Trust Fund, for the purchase and <br />installation of play equipment and related improvements, and further to direct staff to <br />implement the park improvements recommended by the Park & Recreation Commission <br />on January 9th, 2025; and <br />That, the existing play equipment within Central Park be declared surplus property and <br />that staff is hereby directed to dispose of it in the most fiscally responsible manner <br />possible. Further, that if sold, purchasers must sign a liability waiver, absolving the City <br />from any liability. <br />
