j.

CITY COUNCIL WORK SESSION
Topic Report: Organizational Study Discussion

By: James E. Norman, City Administrator
Givonna Reed Kone, Human Resources Manager

Background:

Springsted, Inc. has completed the organizational study they were asked to conduct on behalf of the
City. The purpose of the organizational study was to provide Ramsey with information
that will help the City to be deliberate in addressing the changing needs of the
community.

Springsted's final report is attached for review by the City Council. Craig Rapp, Springsted's
project manager for the organizational study, will be in attendance at the upcoming work session to
walk Council Members through the report and to answer questions. Included with your work
session packet you will find survey data comparing the staffing levels of Ramsey' s peer and target
communities, as identified in the organizational study. This comparison data is very similar to the
data reflected in a staffing study conducted by Labor Relations Associates in 1999.

Please note that in the interest of conserving paper, the organizational study and the
staffmg level comparisons will only be distributed in hard copy format to members of
the City Council, the City Administrator and department heads. Staff members and
residents who would like to review the organizational study and the staffmg level
comparisons may contact the Human Resources Manager.

Action Statement: No action necessary.

Attachments: Organizational Study Final Report""-......
