Department Forecasts 13 <br />find, as others have, that once this resource is available to staff and Council, <br />communication projects will increase to consume all available hours. <br />Additionally, this position should be viewed as a management support position <br />and not a position on the "city management" track. The market has been deep <br />with qualified communications professionals and Ramsey should be able to <br />attract top candidates. <br />Cite Clerk <br />The City may wish to look into the reorganization of the City Clerk's function. <br />The traditional duties generally associated with this position are spread among <br />various staff members. The move to the new facility and the need for expanded <br />reception and front desk staffing may provide some efficiencies and <br />consolidation options. Traditionally, the primary functions of the Clerk's <br />office include Elections and Voter Registration and Official Records Retention. <br />Human Resources Division <br />The Human Resources Division provides for the city's needs with two full-time <br />staff — a Human Resources Manager and a technician. The expansion of staff <br />projected over the next several years will bring with it an increasing workload <br />with increasing complexity in the human resource area. To meet these needs, <br />an additional Human Resources Technician will likely be needed around 2009. <br />IT Division <br />Ramsey has a full-time IT Manager, as well as a full-time support position that <br />manages the website, the document imaging system and serves as back-up for <br />general IT support. Ramsey is a member of LOGIS, which provides network <br />connection and wellness as well as application support for various financial, <br />building inspection, and GIS systems. The total for various <br />technology/software licensing and support contracts in 2006 was $256,072. <br />Information Technology needs continue to develop in nearly every <br />organization, public and private, and the City of Ramsey is no exception. To <br />this end, we recommend that the City continue developing its IT strategic plan <br />to address its specific needs in the coming years. This plan should include <br />elements identifying the capabilities desired by the City, the hardware and <br />software needed to implement these programs, the staffing needed to maintain <br />and support them, and .the training needed to maximize the effectiveness of the <br />enhanced capabilities. <br />It is likely that the City will need to add a dedicated GIS position in the near <br />future. Shortly thereafter another IT position will be needed, with a focus on <br />web design and development. An additional position may be needed to support <br />the City's increasing IT investments as they progress. <br />These investments should focus on increasing the efficiency and effectiveness <br />of the City's service delivery.
