<br />5 <br />--- <br /> <br />CITY COUNCIL WORK SESSION <br />Topic Report: R-l Rural Development <br />Standards (Cluster Subdivisions) <br />By: James E. Norman, City Administrator <br /> <br /> <br />Background: <br /> <br />The moratorium prohibiting any development in the R-l Rural Development Area took effect on <br />May 15,2006. The moratorium is set to expire on February 15,2007. Staff began discussion of <br />a study undertaken to develop regulations in the rural developing area of the community in a <br />work session held on June 6, 2006. During that meeting, Patrick Trudgeon indicated they could <br />develop interim options for development of an ordinance and that process could be completed in <br />early Fall 2006. Trudgeon also noted that if the Council determines that the ordinance changes <br />should be addressed immediately, a different direction would have to take place. It was the <br />consensus of the Council at that time to direct staff to proceed with the process of developing an <br />interim cluster ordinance. <br /> <br />Staff is near completion of development of that interim ordinance and hopefully will be able to <br />present the framework of such an ordinance during the work session. When this topic was added <br />during the Council meeting of September 26, the Planning staff was out of the office attending <br />an annual planning conference.
