CASE # 1

Wetlands Study Contract Status
By: Chris Anderson, Zoning & Recycling Coordinator

Background:

As you are aware, Staff had been in continued discussions with Westwood Professional Services
regarding the budget supplement necessary to complete the wetland functions and values study.
The additional funding necessary to complete this study was estimated to be $19,163.25. After applying
the difference between the original contract amount of $33,320 and the initial transfer of $35,000 (a
difference of $1,680.00), the additional funding necessary to complete the study was estimated to be
$17,483.25.

Observations:

At the September 26 Finance Committee meeting, Staff brought forward a proposed resolution
authorizing the transfer of $20,000.00 from the Landfill Tipping Fund Fee to the General Fund to
complete this study. After some discussion, which focused mostly on the fact that the contractor
got ahead of themselves with work versus invoicing rather than on the merits of the study or the
importance of the study, the Finance Committee unanimously voted to recommend City Council
approve the transfer. Ultimately, City Council authorized the transfer of funds to complete the
functions and values study. It is anticipated that the field work could be completed by week's
end.

EPB Action

This is for informational purposes only, no action is necessary.

EPB: 10/2/06
