1611r�J V ✓ l TA I V AS, <br />(Continued) <br />Planning (continued) <br />Construction is under way on the City Wide Garage Door Company, Detail Tool and Engineering <br />Manufacturing facility and the Ramsey Business Park industrial incubator building. In September, <br />the City purchased a closing industrial facility at 14100 Jaspar Street. The facility is currently <br />being remodeled for use as a public works garage which will house all aspects of streets and parks. <br />It is expected that in 1995, the Ramsey Elementary School will begin construction on a 65,000 <br />square foot expansion. Also, Anoka Electric Cooperative has announced its intent to build a new <br />headquarters facility valued up to $15 million on Ramsey Boulevard. Other industrial expansions <br />are currently in the discussion stage. <br />Transportation <br />Ramsey currently owns and maintains 123.10 miles of paved roadways after the addition of 2.34 <br />miles of new road and completion of the paving of .64 miles of dirt road in 1994. This is up from <br />118.27 miles in 1993, 112.09 in 1992 and 106.01 in 1990. We also maintain 7.37 miles of dirt <br />and gravel roadways. Anoka County and the State control another 38.46 miles of paved arterial <br />highway corridors. <br />The City used 1994 to plan for the 1995 construction of Sunwood Drive N.W. between Sunfish <br />Lake Boulevard N.W. and Krypton Street N.W. The Council also authorized engineering and <br />right -of -way acquisition for the final segment of 153rd/155th Avenue N.W. It is expected that <br />this construction will occur in 1996. Council approved an update of the 1994 2000 Capital <br />Improvement Program which schedules additional roadway improvements over the next five years. <br />Annually the City completes sealcoating or overlays on approximately 15 miles of existing streets, <br />and 1994 was no exception. The Council created the Public Improvement Revolving Fund (PIR) <br />in 1993 so that the City can contribute half of the funding necessary to maintain the streets serving <br />private property. The other half of the cost is paid by the benefiting property. Without this fund, <br />either the property owner would pay all of the necessary costs or a tax increase would be required <br />for the City portion. The PIR is self - supporting through its interest earnings. <br />Parks <br />The City continues its commitment to improve the park system. Council authorized 1995 <br />construction budgets for Riverdale Park at Feldspar Street N.W. and Riverdale Drive N.W. and <br />Solstice Park just south of Sunwood Drive on Erkium Street N.W. Staff was directed to proceed <br />with land acquisition for the County Road #116 corridor also to be built in 1995. A Highway #10 <br />prairie planting was conducted with the Minnesota Department of Transportation assistance and <br />help from many volunteers in April in concert with the Annual Arbor Day Tree Sale and <br />Environmental Expo. The first leg of the Lake Itasca Trail was completed between 156th and <br />165th Avenues N.W. in the Northfork subdivisions. The second leg to Armstrong Boulevard <br />N.W. is scheduled for 1995 construction. In April, the City received a $4,000 Minnesota <br />Department of Natural Resources Challenge Grant for oak wilt control and in August, the Council <br />approved the Parks Capital Improvements Program for the next five years. After two years of <br />negotiations, the City completed the transfer of about 70 acres of park land just south of 153rd <br />Avenue N.W. at Sunfish Lake Boulevard N.W. Proposed is a multi -use park with possible <br />construction in 1997. <br />4 <br />
