Community Development and Engineering <br />J IA 11Q»J NI TT[A'Ir1IVI? <br />(Continued) <br />General Operations (continued) <br />In 1994, the City will be reviewing the delivery system for solid waste and recycling implementing <br />efficiency improvements in provision of environmental services. <br />In November 1993, the Council adopted its 1994 - 2000 Capital Improvements Program and 1994 <br />Work Plan. Included was operational planning over the next five years. The City has also <br />published a Residential Activity Forecast, which projects the amount and direction of housing <br />construction to the year 2000. Finally, the City capitalized an Economic Development Authority in <br />1993, charged to assist Ramsey businesses with growth and expansion. <br />During 1993, there were 377 permits issued for new home construction with a total of 2,089 <br />permits issued (includes wells, decks, additions, commercial buildings, etc.). Total value of <br />permits issued the past three years have been: <br />1993 $39,042,750 <br />1992 $27,083,600 <br />1991 $15,212,850 <br />As a result of the recent building activity, the expected growth of the community through the year <br />2000 is anticipated to be as follows: <br />Households Population <br />1990 Census 3,641 12,408 <br />1992 Metropolitan Council Estimate 3,882 13,269 <br />1993 City Staff Estimate 4,195 14,389 <br />1994 City Staff Estimate 4,547 15,593 <br />1995 City Staff Projection 4,849 16,629 <br />2000 City Staff Projection 5,874 20, 144 <br />The average value of new construction housing building permits was $101,432 in 1993, up from <br />$91,523 in 1992. This results in a home with lot average value of approximately $135,000 to <br />$145,000. Most of the new housing is located in one of the fifteen new subdivisions created in <br />1993 (with a total of 391 lots) the twelve from 1992, or the four subdivisions from 1991. If <br />interest rates remain at the current levels, it is anticipated that there will be upwards of 300 new <br />homes constructed during 1994 with a slowing of growth beyond 1994. <br />Planning <br />To plan for future growth, the City Council authorized shoreland and land use planning updates <br />and a transportation update. The City of Ramsey, in conjunction with the neighboring community <br />of Andover, is providing partial funding for an update of the County's transportation plan. During <br />1993, the City Council also authorized a study of the City's municipal water system and a space <br />needs study to review its Police, Fire and Public Works building needs over the next twenty years. <br />All of these studies were authorized in 1993 and should be complete with recommendations during <br />1994. <br />iii <br />
