CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, January 28, 2025, <br />at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: <br />Also Present: <br />Mayor Ryan Heineman <br />Councilmember Kirsten Buscher (attended remotely) <br />Councilmember Michael Olson <br />Councilmember Eric Peters <br />Councilmember Chris Riley <br />Councilmember Dan Specht <br />Councilmember Shana Stewart <br />City Administrator Brian Hagen <br />Community Development Director Stephanie Hanson <br />City Attorney Fritz Knaak <br />Parks and Assistant Public Works Director Mark Riverblood <br />1. CALL TO ORDER <br />Mayor Heineman called the City Council Work Session to order at 5:30 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Receive Recommendation from the Charter Commission to Amend Chapters 2, 3 and <br />12 of the Charter. <br />City Administrator Hagen reviewed the Staff report in regard to recommendations from the Charter <br />Commission on amendments to the Charter. <br />Councilmember Specht said he is not supportive of no longer requiring a roll call vote for <br />ordinances, they are very important and he thinks everyone's vote should be said aloud <br />individually. <br />Councilmember Stewart agreed she added that she was also supportive of requiring a <br />Councilmember to live in their Ward, and if they move out of the Ward, they should give up their <br />Council seat. <br />Councilmember Specht asked if this requirement would be immediate upon a Councilmember <br />moving or if there would be a grace period. <br />City Attorney Knaak noted that when a Councilmember moves out of their Ward, they have <br />committed a disqualifying act. <br />City Council Work Session / January 28, 2025 <br />Page 1 of 9 <br />
