BLANERY LLC <br />DEVELOPMENT AGREEMENT <br />CITY OF RAMSEY, ANOKA COUNTY, MINNESOTA <br />This Agreement (hereinafter the "Agreement") is dated as of this 11th day of February, 2025, and <br />is by and between the City of Ramsey, a Minnesota municipal corporation (the "CITY") and BLANERY <br />LLC, a Minnesota limited liability corporation (the "PERMITTEE"). <br />Recitals <br />A. The PERMITTEE is the fee title owner of land generally known as 6591 141st Avenue Northwest, <br />Ramsey, MN 55303 and legally described as: <br />All that part of the North 200 feet of the South 233 feet of the South half of the Southeast quarter <br />of Section 27, Range 32, Township 25, Anoka County, Minnesota, lying West of the East 1146 feet <br />thereof and lying East of a line parallel with the East line of said South half of the Southeast quarter <br />drawn Northerly from a point on the South line of said South half of the Southeast quarter a distance <br />of 266.00 feet East of the Northwest corner of Lot 1 of the duly recorded plat of Auditor's <br />Subdivision Number 30, said Anoka County, said 266 feet being measured at right angles to the <br />West line of said Lot 1 together with an easement for road purposes over the South 33 feet of the <br />East 1146 feet of the South half of the Southeast quarter, Anoka County, Minnesota. <br />(the "Subject Property") <br />B. That on September 14, 2024, the CITY received a Land Use Application from Aliaksandr <br />Blashchanitsa on behalf of Blanery LLC (the "PERMITTEE") requesting a Conditional Use <br />Permit and Site Plan as part of a proposal to construct a commercial building for motor vehicle <br />repair operations on the Subject Property, and associated site improvements (cumulatively, the <br />"New Building"). <br />C. That on October 24, 2024, the Planning Commission reviewed and recommended approval of the <br />Conditional Use Permit and Site Plan. <br />D. That on November 12, 2024, the City Council adopted Resolution #24-303, which approved the <br />Conditional Use Permit and Site Plan for the proposed New Building. <br />Blanery LLC <br />Development Agreement <br />Page 1 of 9 <br />
