CC Regular Session <br />Meeting Date: 02/11/2025 <br />Primary Strategic Plan Initiative: Not Applicable <br />6. 5. <br />Title: <br />Adopt Resolution #25-039 Approving Proposal for Interim Stormwater Management and Water Resources <br />Engineering Services <br />Purpose/Background: <br />The Civil Engineer IV position in Engineering will be vacated soon due to a pending retirement. Approximately <br />70-percent of this position's time is spent reviewing stormwater management design calculations/models/reports, <br />administering permit applications for the Lower Rum River Watershed Management Organization (LRRWMO), <br />serving as staff liaison to the LRRWMO and attending the monthly Board meetings, managing the City of <br />Ramsey's Municipal Separate Storm Sewer System (MS4) program, inspecting stormwater infrastructure, <br />addressing public inquiries related to stormwater management and wetlands, managing and programming <br />stormwater capital improvement projects, and other various duties pertaining to stormwater management and <br />water resources. <br />Other staff do not currently possess the required knowledge, skills and abilities to fulfill these duties. Contracted <br />professional services are therefore required to temporarily support staff in fulfilling these duties until the vacancy <br />in Engineering is filled and any required training can be completed to allow these duties to be successfully <br />fulfilled in-house again. Because Bolton & Menk has a positive working relationship with staff and has provided <br />engineering support services to the city in the past on similar stormwater management and water resources tasks, <br />staff requested that they submit an interim stormwater management and water resources engineering <br />services proposal. Attached is a copy of Bolton & Menk's proposal, which states they are available immediately <br />to provide assistance and will bill the city on an hourly basis per their 2025 schedule of fees. Staff has reviewed <br />their proposal and feel Bolton & Menk's proposed team will work well and that their fees are reasonable in <br />comparison to similar engineering consultants. <br />The City Engineer/Public Works Director will serve as interim staff liaison to the LRRWMO and will attend all <br />monthly LRRWMO Board meetings. <br />Time Frame/Observations/Alternatives: <br />Typically, staff strive to ensure more than one staff person is capable of completing a specific task to allow <br />in-house staff to cover for others when out of the office, rather than enlisting contracted services. Engineering <br />will therefore request sufficient training funds during the 2026 budget process to cover additional stormwater <br />management training for other Engineering staff. <br />Funding Source: <br />All interim stormwater management and water resources engineering services provided by Bolton & Menk <br />will be funded using stormwater funds and private development escrows. This is the same funding split utilized <br />for the Civil Engineer IV position. <br />Recommendation: <br />
