For comparison, the Pavement Management Program(PMP) included 7.03 miles of street <br /> reconstructions in 2024 and 5.85 miles in 2025. Additionally, the PMP included 5.76 miles of pavement overlays <br /> in 2024 and 3.50 miles in 2025. <br /> Staff will use the materials as design aids for the 2026 proposed improvement projects. Topographic surveys are <br /> essential to locate all existing site features and to create an existing ground surface,used as the base for designing <br /> the project. <br /> Geotechnical reports inform staff of subsoil conditions,which is essential when designing the pavement section <br /> for the reconstructed streets. Also included are groundwater elevations and support capabilities of the soils for <br /> utilities and trenches, as well as associated backfilling recommendations. <br /> Televising sewer pipes informs staff of the condition of the pipes, and locates existing damage. This allows Staff <br /> to include fixing damaged pipes into the construction plans,which can be more cost-effective than doing repairs <br /> as standalone projects, or as change orders during the reconstruction project. <br /> Street segment summaries and the 2025 Draft Pavement Management Program map is attached to this case for <br /> reference. <br /> Notification: <br /> If Council orders request for proposals, staff will request proposals from firms known to perform said services. <br /> Time Frame/Observations/Alternatives: <br /> Alternatives: <br /> Adopt Resolution#25-044 ordering request for proposals for topographic surveys, geotechnical evaluations and <br /> utility testing for 2026 Capital Improvement Program Projects. <br /> Funding Source: <br /> Funding for this work is proposed to come from the respective pavement and utility funds; Pavement <br /> Management Funds, Municipal State Aid Funds, Sanitary Sewer Utility Funds, and Storm Water Utility Funds. <br /> Recommendation: <br /> Staff recommends adopting Resolution#25-044 ordering request for proposals for topographic surveys, <br /> geotechnical evaluations and utility testing for 2026 Capital Improvement Program Projects. <br /> On February 18,2025,the Ramsey Public Works Committee reviewed the 2026 Capital Improvement Project <br /> Projects and recommended City Council order request for proposals for said services. <br /> Outcome/Action: <br /> Adopt Resolution#25-044 ordering request for proposals for topographic surveys, geotechnical evaluations and <br /> utility testing for 2026 Capital Improvement Program Projects. <br />
