Stats. §205.10, as the same may be revised,amended orreco ified,to elect e successor to serve for the <br /> remainder of the unexpired term of the office vacated. <br /> 4.5.2 A person elected at a special election held pursuant to this section to fill the balance of the unexpired term <br /> shall take office immediately after being qualified. <br /> 4.5.3 The procedure at such election shall conform as nearly as practicable to that prescribed for other municipal <br /> elections under this Charter. <br /> 4.5.4 If a special election has been called to fill a vacancy in an elected office of the city, and no candidates filed an <br /> affidavit of candidacy prior to the expiration of the period for filing an affidavit of candidacy,the special <br /> election shall be cancelled. In the event that such a cancellation occurs the council may,by unanimous vote <br /> of all current members of the city council,appoint a successor to serve until e successor elected at special <br /> election held pursuant to this section is qualified. If a subsequent attempt to hold a special election would <br /> occur in the fourth year of the vacenttenn' no special election would be held. The council may appoint e <br /> successor according to section 4.S.6of this Charter. <br /> 4.5.5 If two or fewer candidates file an affidavit of candidacy,the special primary election shall be canceled and <br /> the special general election may be moved up to the primary date with council approval. INITIATIVE REFERENDUM AND RECALL <br /> Sec. 5.1. Powers reserved bw the people. <br /> The people of the City of Ramsey reserve to themselves the powers in accordance with the provisions of this <br /> Charter to initiate and adopt ordinances,to require ordinances passed by the council to be referred to the <br /> electorate for approval or disapproval,and to recall elected public officials. These powers shall be called the <br /> initietive'the referendum'and the recall, respectively. <br /> Sec. 5.2. General provisions for petitions. <br /> S.Z.1 Petition for in/tiotiveondreferendum. Apeddonforinidativeand ref enendumprovidedforunderthis <br /> chapter shall be sponsored by a committee of five registered voters of the city whose names and addresses <br /> shall appear on the petition. A petition may consist of one or more papers, but each separately circulated <br /> paper shall contain at its head' or attached thereto' the information specified in section 5.5 orS.7which <br /> apply,respectively,to initiative, and referendum. Each signer shall be a registered voter of the city and shall <br /> sign his/her name and give his/her street address. Each separate page of the petition shall have appended to <br /> it a certificate by the circulator,verified by oath'that each signature appended thereto was made in his/her <br /> presence that the circulator believes them to be the genuine signature of the person whose name it purports <br /> to be.
