Sec. 13.5. Duties. <br /> It shall be the duty of the officers of the police department to see to the enforcement of all of the ordinances <br /> of the city and all statutes applicable therein,and to preserve order and prevent infractions of the law and arrest <br /> violators thereof. <br /> (Ord. oflZ'l3'1g88) <br /> Sec. 13.6. Conduct ufmembers. <br /> It shall be the duty of every member and officer of the police department to conduct himself or herself in a <br /> proper and law abiding manner at all times. Each member and officer of the department shall obey the orders and <br /> directions of his/her superior. <br /> (Ord. oflZ'13-1g88) <br /> Sec. 13.7. Rules and regulations. <br /> The chief of the police department may make or prescribe such rules and regulations as he/she shall deem <br /> advisablel such rules.,when approved by the council, shall be binding on such officers and members. Such rules and <br /> regulations may cover,besides the conduct of the officers and members, uniforms and equipment tobe worn or <br /> carried, hours of service,vacation,and all other similar matters necessary or desirable for the efficiency of the <br /> department. <br /> (Ord. of1Z'13'1g88) <br /> Sec. 13.8. Equal opportunity. <br /> In making appointments to the police department, no person shall be deprived of an opportunity to serve on <br /> the police department because of race, religion,skin color, national origin or sex. No arbitrary rules onheight, <br /> weight,or achievement of strength unrelated to job needs shall be imposed. No handicapped person shall be <br /> denied.,merely by virtue of being handicapped,appointment to a position on the police department which the <br /> handicapped person is competent tofill. <br /> (Ord. of12'13'1988) <br /> CHAPTER 15. ADOPTION OF COMPREHENSIVE MUNICIPAL PLAN <br /> Sec. 15.1. Comprehensive plan. <br /> Minnesota Statutes, chepter462 [Minn. Stets. ch.462] requires that the city prepare and adopt a <br /> comprehensive municipal plan which plan is defined as a compilation of policy statements,goals, standards and <br /> maps for guiding the physical,social and economic development, both private and public, of the municipality and <br /> its environs. The comprehensive plan represents the city's planning agency's recommendations for the future <br /> development of the city. <br /> 15.1.1 Adoption oƒcomprehensive plan.
