ORDINANCE NO. 03-03 CITY OF RAMSEY ANOKA COUNTY, MINNESOTA AMENDMENTS TO CHAPTER 2 OF THE RAMSEY CITY CODE, WHICH CHAP- TER IS KNOWN AS THE "COUNCIL, BOARDS AND COMMISSIONS" CHAP- TER OF THE CITY CODE. AN ORDINANCE AMENDING SEC- TIONS 2.02 AND 2.03 OF THE CITY CODE WHICH SECTIONS ARE ENTITLED "ECONOMIC DEVELOPMENT AUTHORI- TY'', AND "BOARDS AND COMMIS- SIONS'', RESPECTIVELY The'City of Ramsey ordains: SECTION 1. AMENDMENT Subsection 2.02.01, "Establishment" of Chapter 2 of the City Code is replaced by the following text: 2.02.01. Establishment Subd. 1 Establishment. The City of : Ramsey hereby establishes the Ramsey Economic Development Authority (the 'EDA'). The EDA shall be governed by a board of commissioners consisting of the ' seven members of the City Council, and . the term of each commissioner of the EDA shall coincide with that commission- er's term of office as a member of the . City Council. Subd. 2 Purpose. The primary pur- pose' of the Economic Development Authority is to further the economic development of Ramsey and vicinity; to aid, assist and promote the growth, expansion and development of business ~. and industrial concerns, including small ' business concerns in said area and there- by to contribute to the economic well- · being of the area as measured by : increased employment, payroll, business '. volume, tax base and corresponding fac- tors. The Economic Development , Authority shall: ~ a. Review. state.legislation and local · ordinances in order to determine these regulations' impact of local economic development. The Authority shall advise the City Council of new legislation and ordinances it would like to see adopted and/or amendments to,the same which it feels will promote economic develop- ment. b. Meet with and explore with local . developers and business people to learn i their concerns and receive their input as ; to how the economic climate can be ' improved. The Authority shall call upon : and meet with elected and appointed state and local officials along with other : appropriate resources it deems necessary in order to accomplish its purposes. SECTION 2. AMENDMENT ~ The following Sections/subsections are amended as provided below: 2.03.01 "Establishment" 2.03.02 "Appointment of Members, Terms of Office and Removal" 2.03.03 "Organization, Meetings, Etc." 2.03.06 "Duties, Responsibilities and i Objectives" 2.04 "The Board of Building Appeals" 2.03.01 Establishment. Subdivision 1. 13cards and Commissions is amended by deletion of the terms "Economic Development Commission" and "Board of Building Appeals". 2.03.02 Appointment of Membe[s, Terms of Office and Removal is amended by an amendment to Subdivision 1 and the addition of Subd. 7. as follows: Subdivision 1. Nine Voting Members and Residence Requirement. Membership of various boards and com- missions shall not exceed nine members; at least two-thirds of which shall be resi- dents of the City of Ramsey.
