<br />J- <br /> <br />CITY COUNCIL WORK SESSION <br /> <br />Topic Report: Ebony Woods Twinhomes <br />By: Amy Geisler, AICP, Associate Planner <br /> <br /> <br />Background: DPM Investments has submitted a preliminary plat, Comprehensive Plan Amendment, <br />and rezoning application to develop 6 twinhomes (3 two-unit buildings) on the lot south of Super Bowl <br />on Ebony Street. <br /> <br />The property is 1.1 acres and is currently guided for Places to Shop in the Comp Plan and zoned B-2 <br />Business. For the proposed plat to proceed, a Comp Plan Amendment to MedilUll Density Residential <br />and a rezoning to PUD (to accommodate the river regulations) are required. <br /> <br />The plat consists of 6 twinhome units on 6 separate lots. All the lots meet R -2 lot standards and setback <br />requirements, with the exception of lot width. The R-2 District required 50-foot lots; five of the <br />twinhome lots are 40 feet wide and one is 44 feet wide. The lot width deviation may be approved as part <br />of the PUD if the Council is so inclined. <br /> <br />City Code does not require density transitioning when residential development is adjacent to a vacant <br />lot, as is the case on the lot south of Ebony Woods. There are nlUllber of mature trees on this vacant lot, <br />some of which will have to come down when the lot is developed. If the Council wishes to require <br />additional landscaping along this lot line a revised plat may be required to accommodate additional <br />planting area. <br /> <br />Council will recall that the Planning Commission recommended denial of the Comprehensive Plan <br />Amendment and Rezoning, but approval of the plat should the Council be in favor of the land use and <br />zoning change. <br /> <br />The City Council tabled Ebony Woods at the September 26, 2006 meeting and directed staff to bring it <br />to work session with a more detailed zoning exhibit for the surrounding area, which is attached. Staff <br />will also present a color exhibit at the Work Session. <br /> <br />Attachments: Zoning exhibit, preliminary plat, and landscaping plan for Ebony Woods <br /> <br />Action Statement: Review the zoning exhibit and plat and provide direction to staff and the developer. <br /> <br />CCWS: 10/10/06 <br />
