Speed limits other than 30 mph in an urban area must be authorized by the Commissioner of <br />Transportation following an engineering study. Therefore the next step toward achieving these <br />desired limits would be to request that MnDOT perform a study to determine appropriate speed <br />limits Staff recommends that the City request speed studies be conducted on the following street <br />segments: (a) Alpine Drive from Armstrong Boulevard to TH 47; and (b) Sunwood Drive from <br />Ramsey Boulevard to Nowthen Boulevard. <br />Motion to recommend to City Council that the City request speed studies be conducted on the <br />following street segments: (a) Alpine Drive from Armstrong Boulevard to TH 47; and (b) <br />Sunwood Drive from Ramsey Boulevard to Nowthen Boulevard; and that staff be directed to <br />review and add speed signs where appropriate. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #2 Discuss Placement of Crosswalks on County Roads <br />Background: <br />-160- <br />Last year the Council discussed trail connections across different roads in the City. <br />Councilmember Jeffrey stated he rides his bicycle frequently, and there are no crosswalks at trail <br />connections that cross County roads. State law requires drivers to stop for crosswalks, and the <br />addition of crosswalks at these trail connections is one more safety factor the City could add to <br />their trails. <br />The process required with the County to add crosswalks on County roads is the City cannot add <br />crosswalks to County roads, but can make a formal request to the County. There was a general <br />guidance for crosswalks included in the Committee's packet; they should be used judicially <br />because the more they are used the less they are adhered to. The first step may be to identify <br />how many of the crossings would be required. <br />Consensus of the Committee was to direct staff to draft a case for a future Public Works <br />Committee meeting regarding the placement of crosswalks on County roads, including maps, the <br />County policy regarding, and associated costs. <br />Consensus of the Committee was to direct staff to add the discussion of a future policy regarding <br />underpasses, overpasses, and other types of crossing mechanisms at trail crossings located at <br />high traffic areas on a future work session agenda. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />
