Jill Johns - Reappointment Application
September 29, 2006
P aeK P eC.
Name: Jill Johns
City of Ramsey
Questions for Incumbent Board /Commission Members
Seeking Reappointment
Date: 9/29/06
1. What do you feel has been the most important accomplishment of the Commission during
your tem of office?
• Creation of a Master Trail Plan
• Trott Brook trail land acquisitions
• Elmcrest development - including underpass construction
• Completion of trail segments with emphasis on school walking routes
• Alpine Park's overall development, but especially the creation of the game board and
tying it directly to Ramsey Elementary School's Environmental Learning program. I
know this was a little controversial, and some were skeptical about the outcome. But the
recognition we received for it from an "Arts in Park" point of view as well as our first foray
into going "outside the box" needs to be expanded more fully realized. The only regret I
have is that we ended up going too conservative on the play equipment and should have
"gone for it" on the entire park.
2. What do you feel has been your most important personal contribution to the Commission's
work during your term of office?
• Experience.
• Diplomacy and team building. Ability to bridge discussions between multiple interest
groups and within the Commission.
• Community involvement and contacts.
• Goal and results oriented - rather than seeking personal recognition.
• Patience in working with long term planning and keeping the Commission focused on
our goals. Additionally, being satisfied with each incremental accomplishment and
understanding the need to work through phasing to get to our ultimate desired outcome.
3. What has been your greatest frustration as a commissioner?
• I know it's a financial issue, but the lack of a Park & Recreation Department or at a
minimum a dedicated staff member who is knowledgeable and has a primary job
responsibility for Parks & Recreation. Splitting time between engineering and as our
staff liaison, Len is trying his best. Based on what he knows and what he has time for,
he's adequate, but not a good resource that we can draw upon. Mark is incredibly
knowledgeable and an excellent resource, but has too many other obligations competing
for his time.
