Review of Ebony Woods; Case ofDPM Investments, Inc. <br /> <br />Presentation <br /> <br />Associate Planner DaInes indicated Case Nos. 1,2 and 3 will be discussed together. Ms. DaInes <br />stated DPM Investments has submitted an application for an amendment to the 2001 <br />Comprehensive Plan. The request is to change the land use designation from Places to Shop to <br />Medium Density Residential on the property located on the east side of Ebony Street, just south <br />of the Super Bowl. Ms. DaInes advised DPM Investments is proposing to develop the site with 6 <br />twinhome units (3 two-unit buildings), which would require a land use change from Places to <br />Shop to Medium-Density Residential. A Zoning Amendment is also before the Planning <br />Commission for consideration to rezone the property from B-2 Business to Planned Unit <br />Development. Ms. DaInes explained on April 26, 2005, the City Council adopted an Interim <br />Policy for proposed land use changes that are requested prior to the completion of the <br />Comprehensive Plan update. Ms. DaInes reviewed the interim policy criteria as it realtes to <br />DPM's application. <br /> <br />The submitted preliminary plat and preliminary site plan were evaluated according to current R-2 <br />Medium Density Residential standards for twinhomes. The plan meets all requirements with the <br />exception oflot width. The R-2 District requires a 50-foot lot width, and the plan shows five 40- <br />foot lots and one 44-foot lot. Staff is recommending that the reduced lot width be considered for <br />approval as part of the PUD because the proposal is meeting all other lot standards and setback <br />requirements, and because the twinhome buildings will have less bulk and a lower profile than <br />the townhome buildings that were previously proposed for this site. <br /> <br />Planning Commission/September 7, 2006 <br />Page 2 of 20 <br />
