Mr. Menth inquired if they were stating that the City cannot force him to connect to City sewer <br /> and water and they don't have to pay for the extension of services. <br /> Principal Planner Trudgeon replied that was correct, noting that they would not have to pay for <br /> the services until they decide to hook-up. <br /> Mr. Krueger noted that when they extended sewer by his property he was not required to hook- <br /> up and still is not required to do so until the system fails or the property is sold. <br /> Councilmember Hendriksen stated that the question is can State law or State regulations preempt <br /> the City Charter. <br /> Ms. Hunter stated that there are no absolute guarantees in the world. Progression needs to <br /> happen and they need to have a vision to make the world work. People cannot expect that things <br /> will never change. <br /> Motion by Commissioner Johnson, seconded by Commissioner Sweet, to close the public hearing. <br /> Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Sweet, Brauer, and <br /> Watson.
