She stated that there was no "smut" in the petition, it was simply a <br /> petition signed by residents that did not want the higher density. The other petition that was <br /> circulated was about preserving green space, which of course they all want to preserve green <br /> space. <br /> Councilmember Kurak noted that at the time the Pulte was being proposed it was going to be <br /> done under a Planned Unity Development. They were not going out for a rezoning of the <br /> property the developer was applying for a Planned Unit Development, which did not go forward. <br /> The property owners did not request the rezoning. <br /> Chairperson Nixt requested that focus only on the proposed land use changes at this time. <br /> Councilmember Hendriksen stated that residents need to clearly understand that once a land use <br /> changes rezoning cannot generally be denied except for very rare instances. <br /> Chairperson Nixt replied that it was true that if the City approves the amendment they do have to <br /> carry through with them once they are agreed to by the Met Council. <br /> Councilmember Hendriksen stated that he did no want anyone to go away thinking that if a land <br /> use changes they will still have an opportunity to discuss the actual rezoning. <br /> Tim Whalen, 6121 145th Lane NW, Ramsey, stated that he was concerned with land use <br /> amendment #10. He stated that he has lived in the neighborhood for five years and is opposed to <br /> the change. He expressed concern with the numerous proposals from low to medium density that <br /> were being presented. He stated that the schools are already overcrowded and a higher density <br /> will add more children. He was also told when he purchased his property that the property was <br /> going to be single family homes and requested that it stayed that way. <br /> Steve of 14700 Potassium Street NW, Ramsey, stated that he was against the proposed land use <br /> change for parcel 910. He explained that he purchased his home in November 2001 and did some <br /> homework prior to making that purchase. He called the City and asked for the zoning for the <br /> field behind them and was told nothing was occurring. He stated that he was distressed when he <br /> saw the proposed Comprehensive Plan changes in the Ramsey Resident after that time. He stated <br /> that he was very against the change. <br /> Resident stated that at a previous City Council meeting there was some discussion that the <br /> residents living around the proposed amendment sites would receive some type of notification <br /> about the meeting, which did no happen.
