CASE # <br />PROVIDE RESPONSE TO METROPOLITAN COUNCIL <br />AS TO RAIL STATION LOCATION <br />By: James E. Norman, City Administrator <br />■ Background: <br />During the Council meeting of March 20, 2001, the City Council formally notified the Anoka <br />County Regional Rail Authority (ACRRA) and the Northstar Corridor Development Authority <br />(NCDA) of the City's preference for a multi - modal /rail station site location. The City's <br />preference was to move the station site location from immediately adjacent to Ramsey Boulevard <br />to an area closer to Armstrong Boulevard. <br />The City received communication from the Metropolitan Council Opportunity Site Project <br />Manager regarding the station site location (letter attached to case). Before the Calthorpe <br />Associates can proceed with the planning of the Opportunity Site, Metropolitan Council <br />requested the confirmation of the rail station location for the purposes of the study. The Project <br />Manager suggested selection of a rail station site near the center of Section 28, slightly to the east <br />of the BMA Partnership westerly boundary line (map attached to case). The letter further states <br />'. that a cursory review of the site parameters indicates that the central location is preferable from <br />the consultant's perspective. It eliminates many transportation constraints inherent in the <br />southeast location's proximity to the Ramsey Boulevard — Highway #10 intersection. Also, it <br />opens more of the site to the catalytic effects of mixed -use development and allows more room <br />for transitions to existing land uses around the site. The market analysis on which land use <br />proposals are to be based will consider the entire opportunity site <br />Recommendation: <br />Staff would recommend the rail station location be assumed, for the purposes of this study, in a <br />central location in Section 28 as designated by the map of the Metropolitan Council Opportunity <br />Site Project Manager's Letter dated April 13, 2001. <br />Council Action: <br />Motion to confirm the rail station location be assumed in a central location in Section 28 as <br />designated by the map of the Metropolitan Council Opportunity Site Project Manager's Letter <br />dated April 13, 2001. <br />Reviewed by: <br />City Administrator <br />Community Development Director <br />CC: 05/08/01 <br />-119— <br />
