r r FC CASE # CONSIDER AUTHORIZATION OF HIGHWAY #10 REDEVELOPMENT PLANNING r SERVICES SECOND ADDENDUM By: James E. Norman, City Administrator r Background: r % The City contracted for planning services with Hoisington Koegler Group Incorporated (HKGi) on May 20, 1999, to perform a planning study for redevelopment along the Highway #10 corridor. The report was presented and accepted in November 2000. As part of the study, an r area north of Highway #10, between Sunfish Lake Boulevard and Ramsey Boulevard was used as a focus area for the study of a proposed. frontage road system. The Council, in separate action, on February 27, 2001, authorized addendum to the study area to include two additional segments north of Highway #10 from Sunfish Lake Boulevard to the Anoka/Ramsey corporate limits and the north side of Highway #10 from Ramsey Boulevard to Armstrong Boulevard. As the consultant began to work on the project, it became apparent that it was necessary to include segments south of Highway #10. The current study will show a frontage road system between Sunfish Lake Boulevard and Thurston Avenue in Anoka, which will dissect the Anoka- Hennepin Technical College property. An access point to Highway #10 should line up with an access point on the south part of Highway #10 in Ramsey. Additionally, City staff has recently had discussions with business interests in the area south of Highway #10 and east of Sunfish Lake Boulevard. Recommendation: Staff requests authorization to perform an addendum to the Highway #10 Frontage Road Study authorizing HKGi to perform the study at a not -to- exceed cost of $5,000. Funding for the r services would come from the EDA fund.
