Absent: Commissioners Rosenow and Spain <br />Brist. <br />' Attorney Goodrich asked why a two -year term? <br />Chairperson Kiefer replied so that for the presidential election, we would have a majority of the <br />Council's terms up for election. We will address the majority of the turnover decided later. <br />' Mr. Goodrich stated that he did not think the Commission has the authority to do that. We only <br />have the authority to change the Councilmembers from-four to six. We have no authority to <br />make anyone's term to two years but you are the Charter Commission and you can offer an <br />amendment. <br />Mr. Norman asked the Commission to give staff their intent and staff will bring back a proposal. <br />' Motion by Commissioner Childs and seconded by Commissioner Vogt to direct staff to draft <br />language that would provide for three Councilmembers being up for election ever/ two years. <br />r Motion carried. Absent: <br />Commissioners Rosenow and Spain Brist. <br />Councilmember Hendriksen stated that 78% of the voters said they wanted it every two years. <br />Chairperson Kiefer stated that it will be handled as a separate issue. <br />' Commissioner Vogt stated we will have more discussion. If we like the language that is drafted, <br />we will be recommending it to the City Council <br />' Mr. Goodrich stated he will be bringing back language to implement an advisory question. <br />Mr. Cook stated that if the City does go to a two - year term, you will have to amend the Charter <br />before then. You have until 2004 to amend the Charter if you decide to go to a four -year term. <br />Commissioner Childs stated "not to be confused with a temporary two -year term ". <br />' Commissioner Donovan stated he would like to table action now but would like to pursue what <br />the voters wanted. <br />The Commission asked that this issue be placed on the next agenda. <br />Charter Commission — February 15, 2001 <br />Page 9 of 12 <br />_l�_ <br />
