Voting No: None. <br />COUNCIL BUSINESS <br />Case #1: Request for Site Plan Approval; Case of Ronald Johnson <br />Community Development Director Frolik stated that Mr. Johnson was requesting site plan <br />approval to construct a garage on the commercial portion of his property in the Pineview Estates <br />2 °a Addition PUD. This PUD is zoned for a combination of residential and commercial uses. <br />Mr. Johnson is a concrete contractor and is proposing to construct a 2,400 square foot garage to <br />house his vehicles and equipment. The structure equates to a lot coverage of .03 percent on the <br />commercial portion of the subject property. This is in accordance with the City's general <br />commercial regulation of restricting the building coverage to 30 percent on commercial parcels. <br />The neighborhood covenants for the Pineview Estates PUD restrict the front 200 feet of the <br />property for the residential use. Mr. Johnson's building is proposed to be set back 240 feet from <br />the front property line. The building meets all other setbacks and will be finished with vinyl lap <br />siding. Access to the building is proposed to be a paved driveway along the common property <br />line with Lot 8, in accordance with.the covenants. The driveway width proposed is three feet <br />deficient of the 15 -foot width requirement established in the covenants. Also, the site plan <br />reflects that the existing driveway to the residential garage is located in the middle of the lot and <br />does not extend from the common property line with Lot 8. This results in two driveways, one <br />for the home and another one on the common property line with Lot 8 for the business building; <br />and this is in conflict with the covenants which restricts the number of driveways in the PUD to <br />five total. In accordance with the covenants, Mr. Johnson is proposing to provide three rows of <br />pine trees between the residential and commercial portions of the property.
