Mr. Aberlie's argument is that his basement was finished at the time the home was built and that
the assessing department should have known that because he said he could not get a certificate of
occupancy if his basement was not finished.
Mr. Lovstad presented the comparables he used to value Mr. Aberlie's property.
Mayor Gamec informed Mr. Aberlie that the Assessor would come back to review his home,
however, Mr. Aberlie refused.
Mayor Gamec felt that the value placed by the Assessor should remain the same.
Councilmember Zimmerman stated he agreed.
Motion by Councilmember Zimmerman and seconded by Councilmember Kurak that the whole
value the Assessor gave Mr. Aberlie's home should be kept as given, unless Mr. Aberlie requests
the County Assessor review the home again and adjustments are made.
Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Kurak and
Anderson. Voting No: None. Absent: Councilmember Hendriksen.
Joseph L. Johnson, 16890 Bison Street NW, Ramsey, stated that his property value for 2001
went from $253,700 to $377,000, and basically what he added was a driveway and a deck for a
total value of about $11,700. The property had been assessed as if the basement was finished,
which it is not, so the value went down to $319,000. Mr. Johnson presented some comparables
that he had prepared. He also noted the additions and subtractions (six -stall garage versus three -
stall garage, etc.), and came up with a value of $299,00 for his home.
Assessor Lovstad presented his comps.
Councilmember Kurak stated that the difference is $20,000 and that she would. be willing to
suggest lowering it another $10,000 — meeting in the middle.
Motion by Councilmember Kurak and seconded by Councilmember Anderson to split the
$20,000 difference in opinion in half and bring the value down from $319,800 to $309,000
estimated market value.
Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson and
Zimmerman. Voting No: None. Absent: Councilmember Hendriksen.
Mr. Dillon, Mr. Holasek and Mr. Hamilton were present to talk about the discrepancies in their
tax statements with regard to the drainage assessment and added that Mayor Gamec had
suggested this was the meeting where they could discuss this.
Mayor Gamec apologized and stated that he misunderstood - this is not the meeting to take care
of this.
Board of Review — April 11, 2001
-44—
