Sec. 2.7.Salaries. <br />The mayor and coumcUmembers shall receive such compensation as is fixed by the council in accordance with <br />state statutes. Any increases in such compensation shall not become effective until after the next municipal <br />election. Other officers and employees of the city shall receive such salaries orwages as may be fixed by the <br />Sec.2.8. Investigation of city affairs. <br />The council may make investigations into the affairs of the city and the conduct of any city department, <br />office or agency and for this purpose may subpoena witnesses, administer oaths, take testimony, and require the <br />production of evidence. The council shall provide for an audit of the city's accounts at least once a year by the <br />state department in charge of such work or by a certified public accountant. At any time, the council may provide <br />for an examination or audit of the city accounts of any city officer or agency, and it may provide for any survey or <br />research study ofany subject ofmunicipal concern. <br />CHAPTER 3~ COUNCIL PROCEDURES <br />Sec. 3~1.Council meetings. <br />The council shall meet regularly at least once each month at such times and places as the council may <br />designate byordinance. The mayor orany three members ofthe council may call special meetings ofthe council <br />upon at least 24 hours notice to each member, and such reasonable public notices as may be prescribed by council <br />rule in compliance with state statutes. The 24 hours notice shall not be required in an emergency. A state of <br />emergency shall be deemed to exist when the public peace, health, morals, safety or welfare are in immediate <br />jeopardy. To the extent provided by state statutes, all meetings of the council and its committees shall be public, <br />and any citizen shall have access tothe minutes and records ofthe council at all reasonable times. During any ofits <br />public meetings, the council shall not prohibit, but may place reasonable restrictions upon citizens' comments and <br />questions and citizen input shall be provided for at the beginning of each council meeting. <br />Sec~3.2~ [Precincts]. <br />3.2.1 [Repealed]. <br />3.2.2 Precinct boundaries. The precinct boundaries shall correspond to those adopted and revised periodically by <br />council, byresolution. <br />9.2.3 [Repealed] <br />(Ord. of 9-8-1993; Ord. of 1-28-2000; Ref. of11-5-2002; Ord. of 9-8-2003) <br />Sec. 3.3. Rules of procedure and quorum. <br />Except as otherwise provided in this Charter, the council shall determine its own rules and order of business. <br />A majority of all members shall constitute a quorum to do business, but a smaller number may adjourn from time <br />to time.
