<br />Attorney Goodrich stressed that no Councilor staff member should lead Mr. Hegg to believe he <br />would be paid for anything he did for the City. <br /> <br />Councilmember Strommen asked to have a report from the Ramsey Foundation presented to the <br />Council at some time. <br /> <br />2) Discretionary Expenses <br /> <br />City Administrator Norman explained that Finance Committee Chair Strommen requested the <br />topic of discretionary expenses be discussed at the work session. <br /> <br />Councilmember Strommen stated, given it is budget time, Council should have a policy on <br />discretionary spending, what money could and could not be spent on as well as what is the cap. <br />She said, for example, a bigger category would be outside golf tournaments. Councilmember <br />Strommen said it is for the Council to discuss what else should be in the budget and if there <br />should be a limit. <br /> <br />Councilmember Elvig asked if there is a list of items. <br /> <br />Councilmember Jeffrey asked if there is a pool of money. <br /> <br />Mayor Gamec replied there is a certain amount the City Administrator could approve. <br /> <br />Assistant City Administrator Nelson discussed the proposed electrostatic painting of the Chiller <br />on roof of new Ramsey Municipal Center at a cost of be about $1,000. She stated the contractor <br />would not paint the motor sections or get deep into the unit. She reported that if in three years <br />the Council decided it did not like it, only $1,000 would be spent. Ms. Nelson said she is <br />seeking Council's thoughts about this. <br /> <br />Mayor Gamec asked about the long term of doing it for the $64,000. <br /> <br />Assistant City Administrator Nelson said no because it is screening that needs to be done. <br /> <br />Councilmember Olson asked if the motor was visible. <br /> <br />Councilmember Jeffrey said the internal pieces would be seen. <br /> <br />Councilmember Cook asked if a cheaper surround could be put up and painted to match. <br /> <br />Assistant City Administrator Nelson stated she would have to go back and look at the design. <br /> <br />Mayor Gamec asked if the company doing this is in the roofing business. <br /> <br />Councilmember Pearson recommended spending $1,000 to paint the chiller and usmg the <br />$64,000 somewhere else. <br /> <br />City Council Work Session I August 14,2006 <br />Page 4 of9 <br />
