<br />Councilmember Stewart introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #25-051 <br /> <br />A RESOLUTION APPROVING A DEVELOPMENT AGREEMENT FOR “VOICE OF <br />HOPE CHURCH ADDITION” <br /> <br />WHEREAS, The City of Ramsey received an application from Roman Andriychuk (the <br />“Applicant”) on behalf of Voice of Hope Church (the “Permittee”), requesting Preliminary Plat, <br />Final Plat, and Site Plan approval on the property legally described as follows: <br /> <br />Lot 1, Block 1, Voice of Hope Church Addition, Anoka County, Minnesota <br />(the “Subject Property”). <br />WHEREAS, the Subject Property is zoned PI, Public/Institutional, which is a mixed-use <br />zoning designation, and guided for low-density residential uses in the 2040 Comprehensive Plan; <br />and <br /> <br />WHEREAS, the Applicant is replatting one outlot to become one buildable lot measuring <br />8.93 acres in size, and one outlot measuring 0.47 acres in size to be deeded to the City for park and <br />trail development, necessitating the subdivision; and <br /> <br />WHEREAS, all principal uses within the PI zoning district, and all religious institutions, <br />require a formal Site Plan Review from Planning Commission and City Council; and <br /> <br />WHEREAS, the Applicant appeared before the Planning Commission for a public hearing on <br />July 25, 2024, that said public hearing was properly advertised; and <br /> <br />WHEREAS, the Planning Commission reviewed the Preliminary Plat, Final Plat, Site Plan, <br />and Assessment Agreement at their regular meeting on July 25, 2024 and recommended approval <br />of all four items; and <br />WHEREAS, the City Council reviewed the initial request at their meeting on August 12, 2024; <br />and <br />WHEREAS, a Development Agreement is required to provide financial guaranty of site <br />improvements for proposed developments; and <br /> <br />WHEREAS, the proposed Development Agreement conforms to City Code requirements; and <br /> <br />WHEREAS, the City Council reviewed the Development Agreement at their meeting on <br />March 11, 2025. <br /> <br /> <br /> <br /> <br />
