<br />Councilmember Stewart introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #25-053 <br /> <br />RESOLUTION APPROVING A DEVELOPMENT AGREEMENT FOR EMERALD <br />ESTATES <br /> <br />RECITALS <br /> <br />1. Landform Professional Services, LLC (the “Applicant”), on behalf of their client Joni L. <br />Greenwaldt and Alan F. Greenwaldt, hereafter referred to as “Permittee”, properly <br />applied for Final Plat approval of Emerald Estates, a rural residential subdivision on the <br />st <br />property generally located south of 181 Avenue and west of Xenolith Street and legally <br />described as: <br /> <br />The North Half of the Northeast Quarter of the Northeast Quarter of Section 5, and the <br />North Half of the Northwest Quarter of the Northwest Quarter of Section 4, all in <br />Township 32, Range 25, Anoka County, Minnesota <br /> <br />-or upon recording of the Emerald Estates final plat- <br /> <br />Lots 1-13, Block 1 Emerald Estates <br />(the ‘Subject Property’); and <br />2. The Permittee is the owner of the Subject Property; and <br /> <br />3. That on February 25, 2025, the City Council approved the Final Plat of Emerald Estates. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the Ramsey City Council hereby approves the Development Agreement for Emerald <br />Estates, contingent upon: <br />a. Approval by the City Attorney as to legal form. <br />b. Final Plat plans subject to current Staff Review Comments in ProjectDox. <br />c. The Permittee obtaining a permit through the Lower Rum River Watershed <br />Management Organization. <br />2) The Mayor and City Administrator are authorized to sign the Development <br />Agreement. <br /> <br /> <br /> <br /> <br /> <br />
