.

.

.

AIROORT CDMMISSION
CITY OF RAr-5EY
ANOKA CDUNTY
STATE OF MINNESOTA

'!he Airp:>rt Commission conducted a regular meeting on Wednesday, November 20,
1985 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey,
Minnesota.

Members Present: Mr. Jack Ippel, Chairman
Mr. Dennis Donovan
Mr. Dick Sieber
Mr. John Seibert
Mr. Don Greenberg (Arrived 8:05 a.m.)

Mayor Gary Hei tman

Also Present:

CA r.r. ro ORDER

Chairman Ippel called the meeting to order at 7:40 p.m.

CITIZEN INR:JT

Gary Munkholm - 14940 Bison Street - Concerned with increased air traffic and
the related noise if the aiq:ort project is approved; already being disturbed
by low flying aircraft and those types of situations are bound to increase with
increased useage. Concerned with the cost to taxpayers for airp:>rt
enlargement. Suggested that there might be a more cost effective location than
Gateway that would oot require the purchasing of so much already developed
properties.

Mr. Ippel encouraged Mr. Munkholm to rep:>rt low flying aircraft to Virgil
Barnes at Gateway. Regarding an alternative location, this Commission was
directed to study the feasibility of the existing si te; that study shows that
the cost of improving Gateway, based on current p:>Pulation and no community
growth, would be $11.00/ person/year.

Mr. Sieber confirmed that this Commission was to study the existing site only;
Gateway, to some degreee, is a reasonable site because it already is an airp:>rt
and already has some buffer area surrounding it. Gateway might be conceivably
easier to p:>lice if it were a full-time Fixed Base Operation.

Mr. Ippel stated that a good number of low flying aircraft might be training
flights that use this site because of it1s low useage rate; if the airp:>rt is
improved there will be more business traffic and training traffic will move
elsewhere.

Mr. Seibert estimated that 50% of the existing estimated operations in the
Aiqx>rt Master Plan are touch and go training operations; when and if the
airp:>rt is improved, those kinds of operations will decrease.
